Out of the total funds, $950,000 is earmarked for the much-anticipated Water Master Plan Project, while an extra $200,000 has been set aside for a Water Rate Study. In September 2022, a consulting firm called Stantec Consulting Services, Inc. was brought on board to lead these projects. As of now, the city has invested approximately $929,221.17 in the Water Master Plan and about $11,985.52 in the Water Rate Study. With a remaining balance of $208,793.31, the city is in a favorable position to continue funding these initiatives.
The current Purchase Order with Stantec reveals that there’s still a balance of $173,900.75. A portion of this, specifically $34,892.56, is allocated for outstanding expenses related to the Water Master Plan. These expenses cover staff management and any unforeseen adjustments that were necessary throughout the process.
Here’s an interesting fact: The last time the Water Master Plan was updated was back in 1997. Refreshing it in 2025 is deemed a critical step for the city to tackle numerous challenges. The updated plan is designed to create a clear roadmap covering five-year, ten-year, and twenty-year goals for capital improvements, which are vital for addressing aging infrastructure and projected water demand.
The revamped plan aims to ensure a consistent and reliable water supply for the residents of Fullerton. It will meet necessary regulatory requirements while also making provisions for adequate fire protection. The format of Stantec’s report consists of twelve chapters that dive deep into various elements of Fullerton’s water system. These chapters cover topics such as Existing System Facilities, Water Supply, Water Quality, Water Use, and Facility Condition Assessment.
The final chapter is especially vital as it details proposed capital improvement projects, focusing on both new and existing water wells, booster pump stations, and systems for fire protection.
Moving on to the Water Rate Study, its purpose is to craft a comprehensive financing strategy, assessing rate structures in compliance with Proposition 218. This study doesn’t come out of nowhere; it’s built on the findings of a previous rate study conducted in 2019. The goal here is to find the delicate balance of covering service costs while keeping impacts on ratepayers as minimal as possible.
In a bid to involve the community in this important dialogue, the City Council has formed a Water Rate Study Ad Hoc Committee. This committee is tasked with exploring various financing approaches and laying the groundwork for new recommendations. To keep the public informed, the committee will hold informational workshops, providing residents an opportunity to review water rate models and discuss any potential rate increases.
As the city gears up to implement these changes, recommendations from the committee are expected to be presented to the City Council by Winter 2025.
